Betul Mal is the department which looked after the government and public property, it was responsible for the government income and expenditure. Betul Mal was not the name of any house or building but was the name of the department, although some Ulama have considered it to be a building only.
The income of Baitul Maal included Zakat, Ushr, Sadaqa, Khiraj, minerals, Male Ganimat, Male Fee, Jizya, cultivation on sharing of government lands and taxes etc.
Zakat amount will be spent on eight places as mentioned in the Quran and the second income from Baitul Maal will be spent on government expenses, salaries, education, health etc.
During the time of the Prophet of Allah Sallallahu Alaihe Wasallam and Khulafa Rashidin, Baitul Maal was the finance ministry and the Caliph was the finance minister.
Initially the concept of Betul Maal was very limited because the income was low and the expenses were also low. Later, there were many changes in it according to income and expenditure. The amount of Zakat cannot be spent everywhere, hence a separate department was created for it by the name of Zakat Box, التسود الزكاة.
The Betul Mals that exist at various places in India (in Mumbai and South etc.) are in a way cooperative societies. These are not Betul Mals, but to collect Zakat and Sadaka money, they were named Betul Mal, which is not wrong. Is.
The need of a cooperative society for any living society cannot be denied, hence Betul Maal should be made in every city or district.
When Maulana Azad was young, he used to publish Al Hilal and Al Balag magazines. He had tried hard to create such a society among the Muslims through which Zakat would be systematically collected and spent, but seeing the indifference of the people, he became silent, Al Hilal. And many of his articles on this subject can be found in the files of Al Balag.
