The Electronics Component Manufacturing Scheme (ECMS) is a Government of India initiative administered by the Ministry of Electronics and Information Technology (MeitY) to strengthen the domestic electronics component manufacturing ecosystem. The scheme provides different types of incentives, including turnover-linked, capex, and hybrid incentives, depending on the eligible target segment. Before applying, an organization should first check whether its proposed manufacturing activity falls within the target segments covered by ECMS.

The first step in understanding how to apply for ECMS is checking eligibility. Under the scheme guidelines, an applicant must generally be a company registered in India under the Companies Act or a Limited Liability Partnership (LLP) registered under the LLP Act. Both greenfield and brownfield investments can be eligible, subject to the applicable scheme requirements. Separate applications are required for each target-segment product.

ECMS covers several target areas, including display module sub-assemblies, camera module sub-assemblies, non-SMD passive components, electro-mechanicals, multi-layer PCBs, Li-ion cells for digital applications, enclosures for mobile and IT hardware products, selected PCB technologies, supply-chain components, capital equipment, and optical transceiver SFP products. Applicants should carefully identify the relevant target segment before preparing an application.

The application is submitted through the official ECMS online portal. Applicants need to create an account and provide organization details. The registration page asks for information such as the registered applicant name, company PAN, CIN or LLPIN, date of incorporation, authorized person's name and designation, email address, and mobile number. Email and mobile OTP verification are part of the registration process.

Applicants must also upload the required registration documents. The current registration portal specifically lists the Certificate of Incorporation, Letter of Authorization, and company PAN card among the documents required for registration. Additional supporting information and documents may be required as part of the complete application, depending on the target segment and scheme requirements.

After registration, applicants can log in to the ECMS portal and proceed with the relevant application. The application should contain accurate information about the proposed manufacturing project, investment, products, production plans, and other details required under the applicable guidelines. Applicants should also review the scheme notification and detailed guidelines before submitting information because eligibility and incentive requirements can differ between target segments.

It is important to check the current application window before starting the process. As of the current ECMS portal information, the application windows for Target Segments A, B, C, and E closed on September 30, 2025, while the application window for Target Segment D remains open until April 30, 2027. Therefore, businesses intending to apply should first determine whether their proposed product falls under Target Segment D or another category.

Finally, businesses should maintain accurate financial, technical, investment, employment, and manufacturing records because incentive eligibility is linked to scheme-specific thresholds and conditions. Reviewing the official ECMS notification and guidelines before submission can help applicants understand the requirements and prepare the necessary information correctly. The official portal also provides contact details for MeitY, the Project Management Agency, and technical support if applicants need clarification during registration or application.
