It's more efficient to earn. If you have pretty interesting comments on a whale's post, it's very likely that you will get attention from the author or other whales and receive valuable upvotes.
Most WHALES on steemit post a lot, because they're good at writing and that's what made them whales in the first place. Maybe most of them won't spend lots of time browsing others' articles because they focus on authoring their own posts, so the best way to get THEIR upvotes is by commenting on their posts.
Finally, with writing more comments, interacting with more people, you can really enjoy your time on Steemit. It is a platform for people to create, to share and to brainstorm. If you only look at the profit, you can't really learn anything.
