This topic has been through much debate and most people I know find it inappropriate. Sadly, majority of those people are guys. But ironically, those same guys would find the same sight appealing if it were a young lady showing off some parts of their breasts as a form of fashion.
As for me, I don't find it inappropriate because like you said it's breastfeeding. Babies can't hold their hunger and once they start crying, you'll want to calm them down by all means.
So what if you all the milk in the bottle is finished and the baby starts crying ?. Do you expect a mother to just watch her baby cry ? I doubt it. Breastfeeding strengthens the bond between mother and child. And is advised medically so I don't see any problem in breastfeeding in public.
My advice to breastfeeding mothers is to get a scarf to cover up the exposed area at least that will reduce the criticism you'll get when you breastfeed.
