What we regard as germs consist of bacteria fungi virus and other microorganisms. That being said it should be known that these germs can thrive in different thermal conditions. Some germs survive in low temperatures moderate and high temperatures. Microorganisms that survive in moderate temperatures are called mesophilic microorganisms while those that survive in high temperatures are called thermophilic microorganisms.
Cold loving germs are called psychrophilic organisms this is the reason why some food stuffs get spoilt even though you refigirate them.
Mind you, if a mesophilic or thermophilic microorganism is frozen, it will die.
In the nutshell, if you freeze germs not all of them will die as germs consist of different microorganisms with different temperature preference.
