I saw one of these grinder-type nail trimmers that had some sort of special light in it that could "see" the quick when you were cutting. I bought it thinking my scared of hurting my dog days were over. But unfortunately it was a scam product and it does nothing of the sort. The videos and images on the sales page were all fabricated and had I been in a country that cares about such complaints, I would have lodged one and made certain that others know this product is bogus. But nobody over here in SE Asia cares about that sort of thing so my review that I put on the site is all that will ever be heard about that. I went looking for my review the other day and it had been removed somehow.
I don't think there is any magic formula or technology for finding the quick, you just have to be bold and probably pretty conservative with your cutting.
