In my amateur understanding it means; you can get your reward in either 100% steam power or split it 50 50 in steam power and steem itself or get nothing at all.

What i've noticed in my few days is that people follow each other around and then snow ball into having a big following. People are trying atleast, helps when its such a small tight knit community.
