The game's performance varies on what you set the buffer cache accuracy to. By default, it is set to high, which makes the performance sluggish and arguably unplayable on these specs.
If you change the config file to medium or low, performance improves at the cost of a more pronounced visual glitch, but at low the game runs at a smooth 60fps.
