Again that is what I don't understand, so the exchanges powered up Steem to help him get his witnesses in a place where they could overturn the soft fork, they did that. So his stake is freed he doesn't need the exchanges any more and he has enough SP (100 million according to the latest I have seen)to put his witnesses in the top twenty and do the hard fork to allow power down in a few days. Why isn't he doing that?
