It is never right to steal. Occasional shoplifting may seem harmless enough, but shoplifting actually affects the profits of small businesses quite a bit - shops need to sell multiple items to make up for each item that is shoplifted. That being said, perhaps in extreme cases, stealing may be the less of two evils. Keep in mind that it is always better to beg than to steal, if begging is an option.
