govern, supervise and fine

That is the thing, right. Consequences and fines. If people never get in trouble or if they are never fined, why would they act differently? They won't, I'd reckon. People act according to the chances of getting into trouble. If you never get into trouble or you are never fined then why would you keep to the speed limit?
