The word foster to my understanding can be used for help. It has various meaning, and the way I see it they are all creating or making help available. For example, fostering kids is helping the kids who have been abandoned by their parents, so those kids can have a future too.
Fostering can be seen has rendering help to others in other to promote things such as relationships, ideas etc. Help can be rendered when needed.
When I was younger, a goal keeper for Manchester United bears Foster. His full name was Ben Foster. He must have retired by now. Maybe he wants to help, as his name indicates.
