Well, I would say that is exactly what is happening. ;) People are usually doing this outside the public sphere. The few you see doing it confirm that rule. Just imagine if ALL were visible.

Expectations to be spared ghastly scenes turn reality upside down. They imply zero tolerance for anything that makes one uncomfortable. If it is true that beggars and drugs and poverty are there, then it is of little use to hide such things and where such difficult conditions prevail, it becomes visible. Rightly so, I think.
