All the more reason not to expect anything from governments, right? Sure, I agree with you. Paying for something you don't get is not okay. But where there is need, you try to help yourself as much as you can, don't you?
I come from a very poor family myself, and at the time when we didn't live in Germany, we provided for ourselves.
I don't know how that is possible for you, whether you live in a city or more out in the country. My relatives stole what they didn't get through work or the authorities. I think it's perfectly legitimate to steal what you need (even to call it stealing would be the wrong term here, if payment and opportunities are not there).
For the rest, they kept animals and cultivated a garden. Of course, I understand that in a world where electricity is the most normal thing ever, there are still areas where this is not a matter of course. So I can understand your resentment. Personally, I have said goodbye to expecting anything from the authorities or the government, I see it as great theatre and a fantasy that people even need such a thing as being governed by others who have nothing whatsoever to do with their lives. As if we the people don't know what we need or can do to be able to live.
In any case, I hope for your sake that you make ends meet and manage your situation with cleverness and courage.
