Some people do dress right with evil hearts and some dress wrongly with good hearts. The devourer doesn't care about the clothes, the target is to satisfy their lust regardless of what the outward looks like.
Nevertheless, dressing responsibly is something we must all learn to do, it doesn't even cost much
