HP doesn't have 15% inflation it is allocated 15% from the inflation pool.
If Hive has 5.7% inflation 15% of that is 0.855%.
So the question you should be asking is why is it so high at 3%.
The answer being that most stake isn't powered up to get the reward.

On a technical level every "post" on Hive is just a comment.
When scaping data with the Condenser API these are sometimes identified as Discussions.
