succession is extremely difficult to pull off. I don't remember exactly what it was but something like 2/3 of the states have to agree to allow it. I'm not going to look it up but it is such a high number that it isn't going to happen. Texas and California talk about doing it a couple of times a year but it never gets off the ground because it is a fool's venture.
