I think the real problem is that the people who need to be convicted of whatever the hell it is that is wrong with the USA are the people who are likely in charge of it already as well as the supposed law-enforcement wings of the system. Therefore, they will never "face the music" because they are the conductors.

If voting is to ever mean something again a lot needs to change. I'm at the point of apathy now, which is probably the wrong approach but it is better for my own sanity.
