You deserve rights in that no one has the right to deprive you of them. Rights are a negative thing-- you have no right to violate the life, liberty, or property of another-- not through an alley mugging or through political government (same thing, really). People deserve to have their rights respected. Or, looking at it a different way, you have the responsibility to NOT violate the rights of anyone else. And if you do, they have the right to end you-- which you would deserve, under the circumstances. So, yeah, some people deserve certain things, none of which obligate anyone to do anything but keep their hands (and "laws") to themselves until they are violated.
