One of three things is going to stop the riots.

  1. Local Authorities stepping in to arrest the rioters.

  2. If that fails, federal government stepping in to end the rioters.

  3. Both those fail or are not enforced, when individuals form a militia and deal with it that way.

Either way, it will only be effective so long as they make sure to focus on the rioters, and not the peaceful protesters.
