Part of that is the clemency of our weather and the fact that it is a rich city ... we drain a lot of other areas for that reason ... but, part of it is that it is REALLY easy to go to the street because the cost of living is so high, and if someone gets into trouble and does not know how to get resources or how to get out and start over somewhere else, it is easy to end up homeless.
