I love the idea of the pendulum -- it is an elegant solution to keeping things balanced. I do have a question, though: what happens if the blockchain has to stop minting HBD because the haircut debt level is reached? We are already at a reduced emission rate (above 20 percent, so, no HBD rewards), so the thought came to my mind.
