The stated reason is for safety. And indeed, you never seen half broken cars only held together with duct tape and rust here like you do in the States. So I suppose there may be a good point. And some of that tax money goes to the roads. The roads here really are immaculate. If a pothole appears, it will be patched so well by the next day that you won't even be able to find a hint of where it was. So again, I suppose there is a good side. Those good sides don't help so much when you are paying for the car check fee or the 10 year tax, though.
