Minnesota used to do that! Jesse Ventura ended it when he was governor though. It was called "emissions testing" and they charged around $500 if I remember correctly in the mid-1990's. That''s too bad Japan inflicts that on its citizens...maybe to encourage them to buy new cars every decade?
