Content creators get 32.5% .... I think it is important to have this "free" stake distribution for the sake of tokenomics, healthy token distribution and community building.
About the size of the dev fund .... its much more important to have people around, and then developers who will develop for those people .... a community.
If the case of EOS showed one thing, it is no matter how much money you have you cant make people to stay and attract devs .... so the 32.5% share for community building is paying for it self probably.
