The seed distribution kinda sucks now. This is not how the original game was supposed to be set up. but here is how it works:

If there are less than 5000 plots occupied (not seeds planted) seeds will drop. If more than 5000 plots are occupied no seeds will drop until that number reaches 4999 or below.
