The D/R ratio as it applies to the analysis within my post is explained by the authors to be due to a higher percentage of Republicans living in rural areas and the resulting longer distance the ballot travels.
It's also important to note that the video in the comments is similar in type of analysis, but the data sets are very different: the one in the post is mail-in, and the other in the video is in person precinct voting.
