Help me out here a bit because while I did very well in construction management charts of this sort always kind of confused me. I can build the hell out of an apartment complex and understand blueprints like you wouldn't believe.

When we are looking at the D/R ratio on the Y axis in say the last one in Pennsylvania where it forms an almost straight line just below 1.0 what does that actually mean? That everything below 1 is a D vote? Sorry if i sound like moron but in regards to these charts, i guess i am.
