You are right each car has it's own team of mechanics and each driver has a chief engineer who talks to them on the radio during the race. The pit crew do both cars and this was down to the crew not knowing the cars were coming in as the accident happened which makes the decision a last minute decision depending on where they are around the track. No radio working without Toto knowing caused chaos.
