Can you offer me some advice, as you are somebody I witness as an expert on balancing dog love and responsible pet management?

My neighbor has a sheep dog variety, and I am worried it is being neglected, and I don't know if I should do anything, or if I can.

They bought this modern house with a small alley back yard that is fenced, and a large front yard unfenced. Since the dog is a watcher type that lies around, they let it reside in the front yard unleashed most of the time. At first they would monitor the dog when it was unleashed outside, now they just leave the dog out their most of the time, thinking it is trained to stay there. Recently I am noticing the dog is exploring other neighbors yards for most of the day, so it can search for anything edible. Sometimes it eats grubs.

They have a young todder, and I believe they are aware of the dog's wandering about, but have chosen this solution for their dog since it probably doesn't play out well indoors. This is a suburban neighborhood where most people have lawn maintenance workers and mind their own business, and the dog is quiet and generally tame and unmessy.

Right now I am under the impression that the only thing I can do to pressure them to look after the dog better is to keep them informed of any misbehavior I witness, such as ask them to fetch their dog if it enters my property. I don't want to become pesky, but my window by my tv makes it obvious to me when the dog is exploring. Any insights or ideas?
