This would be also possible, but if you think about it, a standard would be needed, even if the same engine would be used, you can build the same system in 10 different ways. This is very hard to achieve as multiple company's would be forced to share a common, but also a business partnership between multiple Game Studio's, which is achievable, but if you think about it in bigger perspective, publishers just want to make money from the games, so this system would eliminate a lot of income from their published games. So yeah, it would be great for the users, but bad for business to summarize it.
