What we need is a 2nd layer on top of Steemit for private messages. I'm being half-facetious, but I think we'll figure something out. The social network Minds had an encrypted chat function. Is it possible

I totally agree with you. I really enjoy Twitter, but they don't seem interested in taking risks, so here we are with Steemit. If only they had listened to you... Twitter is going to get steemrolled.
