The head of the Securities and Exchange Commission (SEC) Jay Clayton said that all the tokens that appear as a result of ICO are securities.
He added that projects for the primary placement of tokens should be made more transparent, now they are extremely unsafe for investors. Clayton added that bitcoin is not in the sphere of interests of the SEC.
