I assume that TPTB turn to dust, while their structures crumble around them.

Anything that T.H.E.Y. do to block bitcoin, blocks themselves even more.
The tighter T.H.E.Y. try to close their fingers, the more people escape.

Of course there will be power plays in the extreme, and these will cause people to track TPTB to their bunkers and digging them out.
