So, there was an election to see if the city people would approve a new tax, and the metal signs to notify of them were already printed before the election every happened.
This doesn't sound like something that would be done if there was a chance that it couldn't pass.
And most elections come out with really close, when everyone you know, and talked to, are no where near equal. They keep it close to make it look plausible.
