Why?

This is easier to explain in USA because there is a national gover-cement and a state govern-cement and a local govern-cement.

The national govern-cement should not be involved in socialist programs or decisions. They are too far removed from the actual problem, and so, they will either do a bad job, or they will use it as a cover to pay their crony-friends.

So, the socialist programs needs to come from the local level.
