Killing people hurts you. So, i would suggest not doing that.
However, there are times when killing is the least painful choice.

What i am saying is that good does not need to kill to win.
If every time we see Satan Klaus all we did was laugh at him, then he would be powerless.

And you are correct. We need to govern ourselves. Having everyone run around doing as they please, hurting others in the process, causes much problems.
