The state got involved in marriage for money and control.

What will happen in the near future is that databases of loose women will be maintained. So, men can see who are the possible good mothers and who are horizontally orientated entertainers.

Basically, it will come down to extreme man deserts.

Then, some men will create... these new fangled "cities", basically small communities with community housing and community renewable energy.

So, if women do not follow the rules of the tribe, they get kicked out.

And in less than half a century, there will not be any government support and no large cities where promiscuity can go unnoticed. Probably also no grocery stores that you can just go buy food.
