Yes, I understand that Modern Bronze is quite challenging and the starter cards will be not helpful in advancing there. However, it is even more counterproductive to discourage new players with this paywall and make it harder for them to get started. New players are unaware of which cards are good, let alone what cards they need to build a complete deck. In this case, it would be beneficial if the penalty for using starter cards did not apply, allowing players to gradually familiarize themselves with individual cards without immediately suffering the penalty because not all used cards were rented or purchased.
Considering that removing the penalty from starter cards incurs no costs and does not deplete the pool significantly, the benefit seems quite substantial. While there be better solutions available, I believe implementing this measure is practically mandatory given the time and costs involved. It would be grossly negligent to retain the penalty when it only causes harm and offers no benefits.
