In metro cities in India we have the issue that begging could be due to real desperation but it could be as an industry too. Run by underworld elements who keep people in a bad shape so that they can look miserable and get more alms. It is always better to find a govt or non govt organization that helps the downtrodden and poor and helps them set up for studies or work and help them with money and hours.
