@sultnpapper - the "in the pouch and signed for" is called Registered Mail and is the most secure method. It's a service that is paid extra for and like the driver said, the item is numbered and "registered" with the numbers being listed on a manifest and carried with the locked and sealed pouch. Every person that touches the Register Pouch has to sign for it. Everything from precious jewels to artwork - anything valuable or even not necessarily valuable, but irreplaceable in the eyes of the owner, can be sent this way. Regular letter are considered to be "mailed" but if you want PROOF that you mailed it for legal purposes, you can obtain a "proof of mailing" for a small fee or send it "Certified" where a signature is required on delivery for a little extra. Those services are definitely recommended if you're mailing for legal purposes.
