Right now, I would recommend exchanging your HBD for Hive, because HBD is currently valued above $1. But this assumes that Hive stays at same price or rises, so there is some risk with this strategy.

No, the 10% haircut is a point at which the HBD->Hive conversion starts to break down (i.e. you no longer get a full $1 USD worth of Hive after HBD/Hive ratio rises above 10%). As @edicted mentions,

From my personal perspective, I don't think it makes sense to kill the golden goose. So I show restraint and only make and don't take. This allows for more long term profits for the blockchain.

There's no fee on HBD->Hive (which is slow, takes 3.5 days). The fee is only on Hive->HBD (which gives HBD instantly, but you have to wait for collateral to be returned).
