The amount of nodes isn't the same as the amount of witnesses. Witnesses are nodes that produce blocks. I run only one witness node, but I probably run upwards of 10 nodes. It's not easy to get a list

As I explained elsewhere, if we adopted the same signal of hbd_print_rate as you suggest, it would be to change payments from HBD to Hive of equivalent value. That's what the hbd_print_rate does: it doesn't
