In 2013, President Obama and the White House Office of Science and Technology Policy directed Nasa to improve fee access to their research. In the past, it was only available by purchase through a paywall. Much of it wasn't available at all. Today an announcement regarding a new Nasa policy states that all research funded by the agency will be available on Pubspace within a year of publication.
This has been a growing trend in the gov't funded research space. This year EU member states passed an initiative to make all European scientific papers freely available by 2020. This may change the way research is funded and approached in academic circles.
