Basically anyone who wants an account with Diamond Comics, can obtain one is willing to jump through a few small hoops. This leads to collectors and retailers selling from their basements being allowed to participate in FCBD. This means they order em and just offload em online prior to the event. The policing is basically non existent sadly.
