The exchange already prohibits US users from becoming verified.
In their latest blog post they said:
“This restriction will remain and, in addition, U.S. individual customers will no longer be able to provide financing on Bitfinex effective November 9, 2017.”

If you have any tokens left on Bitfinex, withdraw them and deposit on another exchange until November 9th. This is for US customers only!
