PBOC President ( China Central Bank ) Zhou Xiaochuan announced the creation of a new digital currency for China: DCEP (Digital Currency for Electronic Payment). It will be based on a distributed register ( blockchain , or similar), and will be used primarily for payment solutions.
Xiaochuan started discussing this topic more than three years ago, and organized a seminar on digital currencies. Later he set up a research institute in this regard.
The President himself had recently stated that "ICOs and bad currencies must be put on hold", but also that "ICOs and good currencies must be tested and validated for application on the market". PBOC recognizes that some technologies proposed by some ICOs can have positive effects on the market economy.
