Unwritten rules.
There are certain rules for movement on the streets both pedestrians and cars.
As a rule pedestrians must move on the sidewalks and motorists must respect pedestrians at designated crossing points.
But sometimes you can find yourself on a street where there are no rules as such because either the pedestrian walks on the roadway or cars move on the sidewalk but people there have apparently learned to live with it somehow.
