It was more than a handful of whales that either stopped voting or outright started flagging those that didn't participate. It succeeded in making everyone else's votes worth 10x or more, which led to engagement like never before. Nothing happened? You are completely delusional if you think that for the two plus months it went on nothing happened, it is exactly when the steem price took off.
