Totally agree. The silly thing is... education and health directly lead to higher productivity and greater GDP for a country... so as a long-term investment they both have absolutely incredible ROIs... but both corporations and governments can only think in much shorter terms (quarters for corporations and 2-4 years for governments) so short-term wins are almost always valued over long-term successes.
I agree with Tarazkp, I think taxation on corporations really needs to be where the profit is made instead of where the company is based. Location-based taxation, as you mentioned, leads to regions competing with each other on who can subsidize the company best in order to get the jobs.
